Depot District Subarea Plan
Project: The City of Lacey, Washington is seeking planning services to develop a subarea plan for the Depot District to supplement the City’s Land Use Element of the Comprehensive Plan. The Depot District is centered on the area between the Pacific Avenue and Lacey Boulevard corridors and contains a variety of commercial, residential, and light industrial uses. The City is soliciting Letters of Interest and Statement of Qualifications and making a Request for Proposals from consultants experienced in the development of subarea plans.
Scope of Services: The City intends the development of the Depot District Subarea Plan to be a focused effort that will conclude within approximately eight months of contract execution with the selected consultant. The scope of work will include the following items:
- Organize and lead public workshops and meetings to gather ideas and formulate recommendations throughout the development of the plan.
- Review and analyze existing conditions within the Depot District including: an inventory and analysis of structures, infrastructure, businesses, and circulation patterns; existing plans and policies; and an economic analysis that identifies key economic opportunities to catalyze private investment in the District.
- Prepare a subarea plan for the Depot District as an element to the City’s overall comprehensive plan that includes goals and objectives, recommended amendments to existing city development standards that will define the character and support private investment into the area, and conceptual-level recommendations for improvements to district-wide circulation (both auto and pedestrian).
- Conduct public meetings to engage large numbers of Depot District residents, business owners, and stakeholders. The Consultant will make a formal presentation on the subarea plan to the Lacey Planning Commission and City Council.
