REQUEST FOR PROPOSALS: WOODLAND DISTRICT HYBRID FORM-BASED CODE
Project: The City of Lacey, Washington is seeking planning services to develop and adopt a hybrid form-based code meant to supersede the present zoning ordinance, design review regulations, and other similar development regulations that apply to Lacey’s Woodland District consistent with the Woodland District Strategic Plan—a recently adopted sub-area plan that seeks to catalyze investment and development in the area. The City is soliciting Letters of Interest and Statement of Qualifications and making a Request for Proposal from consultants experienced in the development of form-based codes.
Scope of Services: The City intends the development of the hybrid form-based code to be a focused and intense effort that will conclude within twelve months of contract execution with the selected consultant. The scope of work will include the following items:
- Review and analyze the Woodland District including patterns of urbanism and architecture in the surrounding region and the previous subarea planning efforts that apply to the District.
- Organize and lead design workshops or a full planning charrette to engage the community, gather ideas and goals, and formulate implementation strategies.
- Develop a hybrid form-based code in a manner consistent with the Woodland District Strategic Plan and integrated into the City of Lacey’s existing regulatory framework to ensure high-quality public spaces defined by a variety of building types and uses including housing, retail, mixed-use and office space. The new code will incorporate a regulating plan, building form standards, street standards (plan and section), use regulations as needed, and other elements needed to implement the vision for the Woodland District.
- Conduct stakeholder meetings with an appointed technical committee comprised of architects, engineers, property owners, and developers who will consider the recommendations of the consultant through all phases of the project. The Consultant will make a formal presentation on the technical committee-recommended version of the hybrid form-based code to the Lacey Planning Commission and City Council.
