PUBLIC HEARING NOTICE
Notice is hereby given that the City of Lacey Planning Commission will conduct a public hearing on Tuesday, April 1, 2014, beginning at 7:05 p.m. at Lacey City Hall, 420 College St. S.E., in the Council Chambers, for consideration of the following items:
1. The City of Lacey is proposing to update its Capital Facilities Plan (CFP) for 2014-2033. The CFP provides an inventory; forecast of future needs based on the land use element, and proposed locations of expanded or new capital facilities related to water, sewer, stormwater and transportation infrastructure and general government facilities. The revisions will apply within the City of Lacey and within applicable utility service areas located within the City’s Urban Growth Area in unincorporated Thurston County.
2. A proposed policy for marked crossings to be included in Chapter 4-Transportation of the City of Lacey Development Guidelines and Public Works Standards. The policy would establish guidelines for crossing standards including general crossing design guidelines in keeping with nationally adopted standards, street type, existing and future pedestrian generators, number of vehicle trips, and speed standards.
3. Proposed new regulations (LMC 12.20) pertaining to street trees including establishing maintenance standards, clarifying property owner responsibilities along and fronting City rights-of-way, identifying the City’s Public Works Department as having the authority to issue permits for tree pruning and removal, and establishing procedures related to nuisances and enforcement. The draft includes three options for city maintenance of trees including the city maintaining all trees that are currently city-maintained as well as any installed as part of a future transportation project (Option A), the city maintaining street trees on all arterials and collectors (Option B), or the city maintaining all street trees located in the city limits.
The above summary is only an overview of the proposals. For a complete review of the proposals, interested individuals should contact the Community Development Department for review drafts of the materials.
The purpose of the public hearing is to give citizens an opportunity to testify to the Planning Commission regarding the above proposals. Any interested citizen may present testimony to the Planning Commission. Prior to the date of the hearing, pertinent information regarding this matter, including an environmental evaluation and determination of environmental non-significance, may be obtained from the Community Development Department in person or by phoning (360) 491-5642.
