CARPFD RECEIVES FIFTH CONSECUTIVE CLEAN AUDIT
A recent state audit of the Capital Area Regional Public Facilities District (CARPFD) for fiscal years 2010 and 2011, has resulted in a clean audit with no findings for the fifth consecutive year. Auditors focused their review on Financial Sustainability, Open Public Meetings Act, and Disbursements related to the District. The audit that will be conducted in 2014 will review Accountability for Public Resources for fiscal years 2012 and 2013.
The Capital Area Regional Public Facilities District (PFD) is a special taxing district created by Lacey, Olympia, Tumwater, and Thurston County in 2003 for the purpose of financing two regional event centers, the Lacey Regional Athletic Complex and the Olympia Hands on Children’s Museum. District revenue is collected from a 0.033% sales and use tax authorized pursuant to RCW 82.14.390 for 25 years starting in 2003.
A seven member Public Facilities District Board of Directors, appointed by the county and cities, has fiduciary responsibility for the appropriate use of sales taxes collected for the two regional event centers. Officials serving during the audit period from 2010-2011 included Jon Halvorson, Ken Parsons, Mark Foutch, Chris Leicht, David Brine, Dennis Reed, Peter Gayton and Trent Grantham. The District has no employees; the City of Lacey performs accounting and administrative functions for the District.
