LACEY APPOINTS CITY MANAGER
LACEY, WA, August 9, 2011: At a special council meeting Tuesday evening, Lacey Mayor Tom Nelson and the City Council appointed Scott Spence as the new City Manager for the city. The appointment follows a nationwide search and a comprehensive selection process to succeed Greg Cuoio, who retired from the position at the end of the June after 24 years of public service with the city.
“Scott has extensive experience and education in public administration. But, above that, he’s a people person with a passion for serving the city and its citizens. As Assistant City Manager, Scott worked hard to develop open relationships with residents and the business community. He has all of the qualities the city was looking for, a strong commitment to teamwork and collaboration—and shares Lacey’s conservative approach to budgeting and fiscal management that has served our community well,” stated Mayor Nelson.
Mr. Spence has been with the City of Lacey since 1999, first serving as Public Affairs Director and then appointed as Assistant City Manager in 2003. Prior to coming to Lacey, he spent three years at the City of Sherwood, Oregon, as Assistant to the City Manager and Assistant City Manager.
He has a Bachelor of Arts degree with a double major in political science and history from Southern Oregon University, Ashland, Oregon, and a Master of Business Administration degree from Willamette University Atkinson Graduate School of Management in Salem, Oregon.
The City Manager serves as the Chief Administrative Officer for the city, responsible for the operations and management of all city departments and utilities. With a population of 42,393, the city has 251 full-time-equivalent employees and a total budget of $107 million. City services include police, parks and recreation, public works, the city attorney’s office, community development, finance, human resources, public affairs, and the city manager’s office. Additional services, such as fire services, animal services and wastewater treatment are provided through contracts with other local agencies.
