2.46.010 Creation. There is created a board to be known as the library board of the city, which shall perform all of the duties and shall have all of the authority hereinafter set out. (Ord. 277 §1 (part), 1973).
2.46.020 Membership--Terms. The board shall consist of five general members and one youth member to be appointed by the mayor with the consent of the city council. At least four of the general board members shall be residents of the city of Lacey. The fifth general board member may either be a resident of the city of Lacey or reside in Laceys Urban Growth Management Area. The first general appointments to the board shall be for terms of one, two, three, four and five years, respectively, and at the expiration of the first year and annually thereafter, as each term expires, a new general board member shall be appointed by the mayor with the consent of the council to serve for a term of five years.
The youth member shall be between the ages of 16 and 18 (when appointed), enrolled as a Junior or Senior in the North Thurston School District; or enrolled in private school or homeschooled in Lacey or Laceys Urban Growth Management Area, and be a resident of the city of Lacey or reside in Laceys Urban Growth Management Area. The youth member shall be appointed to serve for a term of one year. The youth member shall be limited to one appointed term. Except as outlined in this paragraph, the youth member shall have the same rights and responsibilities of the general members.
Board members shall not receive any salary or other compensation for services on the board, but necessary expenses actually incurred and within the budget as set by the annual budget ordinance shall be paid. (Ord. 1177 §3, 2002; Ord. 1086 §3, 1998; Ord. 277 §1 (part), 1973).
2.46.030 Officers--Records.
A. The board shall select its own chairman from its membership and may create such other offices as it may deem necessary and shall adopt all necessary rules for the transaction of its business and the keeping of its own records.
B. An accurate record shall be kept of the proceedings of all meetings, including all motions, resolutions and transactions, findings and determinations, which records shall be public and a copy thereof shall be transmitted to the city clerk after each meeting. (Ord. 277 §1 (part), 1973).
2.46.040 Expenditures. The expenditures of the library board, exclusive of gifts donated for a specific purpose, shall be for the purposes and within the limits of the amounts appropriated therefor by the city council from time to time in the budgets of the city. (Ord. 277 §1 (part), 1973).
2.46.050 Powers and duties. The library board shall have power and it shall be its duty, subject to such rules and regulations as may from time to time be prescribed by ordinance:
A. To adopt such bylaws, rules and regulations for its own guidance and for the government of the library as it deems expedient;
B. To have the supervision, care and custody of all property of the library, including the rooms or buildings constructed, leased or set apart therefor;
C. To submit annually to the city council a proposed budget containing estimates in detail of the amount of money necessary for the library for the ensuing year;
D. To accept such gifts of money or property for library purposes as it deems expedient;
E. To do all other acts necessary for the orderly and efficient management and control of the library in cooperation with the Timberland Regional Library District. (Ord. 277 §1 (part), 1973).
