Hearings Examiner
The Hearings Examiner serves as a city official on quasi-judicial matters. The role of the Hearings Examiner is to review and interpret land use regulations, conduct hearings and make recommendations to City Council on land use applications. In addition, the Hearings Examiner holds hearings and makes decisions on appeals of permit approvals, decisions or determinations made by city officials and review and hear other matters as provided for in the Lacey Municipal Code.
The City created the Hearings Examiner role in 1979 to ensure that fair and impartial decisions are made on project permits that are quasi-judicial in manner. The Hearings Examiner also hears appeals of administrative decisions relating to land-use regulations and the administration of construction codes as described in LMC 14.18.030.
Land use applications reviewed by the Hearings Examiner include preliminary subdivisions, planned residential developments, urban center master plans, planned community master plans, planned community five year reviews, conditional use permits, wetland development permits, shoreline substantial development and shoreline conditional use permits, preliminary plat approval extension requests, appeals, and variances.
