Scott Spence, Lacey City Manager

As the Lacey City Manager, Scott Spence is the chief executive officer of the city, appointed by and accountable to the Lacey City Council. The City Manager is responsible for the effective administration and management of the city and the efficient delivery of all city services. All department directors are appointed by and report directly to the City Manager. The City Manager is responsible for hiring and employment decisions, the approval of operating rules and procedures, ensuring quality performance, proper financial management of city funds, and carrying out the policy directives of the City Council.
The City Manager prepares the annual budget for Council approval, assists in the identification of community priorities, and facilitates public involvement and participation in key areas of policy development and service delivery. The City Manager proposes policy recommendations to the City Council, advises them on matters of community interest, and supplies facts and information as appropriate to provide the Council with a comprehensive basis for making decisions and establishing goals and priorities for the city. Other key responsibilities include intergovernmental relations, economic development, and public involvement and communications. The City Manager also attends and represents the city on various boards and committees.

Mr. Scott Spence was appointed as the new Lacey City Manager on August 9, 2011, by the Lacey City Council. Mr. Spence has been with the City of Lacey since 1999, first serving as Public Affairs Director and then appointed as Assistant City Manager in 2003. Prior to coming to Lacey, he spent three years at the City of Sherwood, Oregon, as Assistant to the City Manager and Assistant City Manager. He is a member of the International City/County Management Association. He has a Bachelor of Arts degree with a double major in political science and history from Southern Oregon University, Ashland, Oregon, and a Master of Business Administration degree from Willamette University Atkinson Graduate School of Management in Salem, Oregon.
